The Center for Human Capital (CHC) is a think tank and advocacy center, established in 2020, that aims to formulate and advocate the most needed reforms in Ukraine.


CHC gathered prominent Ukrainian experts

to conduct research combining the experience of the top professionals from different areas with the focus on creating the best possible opportunities for the citizens of Ukraine and the best use of their skills within Ukraine.

Reintegration Report

Analytical report on the key challenges and priorities

for reintegration in Kherson, Zhytomyr, and Vinnytsia, valuable insights and recommendations that will be used to improve the state reintegration policy

The project gathered feedback from local communities in Ukraine on the state reintegration policy regarding temporarily occupied territories and ATO/JFO veterans’ reintegration.


The recommendations were given a favorable opinion by the Ministries and taken into consideration for further implementation in the policy-making process.

Restoration Guide

Set of documents to guide the restoration of local authorities in the temporarily occupied territories of Ukraine

CHC experts developed:

  • A strategy for the restoration of local authorities of executive power and local self-government
  • A procedure and criteria for selecting civil servants of temporary authorities
  • A special professional (certificate) training program for civil servants
  • A report on the results of consultations with representatives of local authorities
